The Golden Rule/Struggle

We all watch the news and condemn the horrible acts human being do to each other.  We watch and often say out loud " how can people be so cruel? how can one human being treat another with such disregard of life?"
But I wonder, is it just human nature to inflict pain and hurt on others?
People hurt each other all the time.  There are times I think humans are really good at the core and the bad elements are overcome and that only a minority of the human race let the bad elements dominate.  But, really, I think it's the other way around.  Humans are actually evil and struggle for good to dominate.
People hate others based on looks, religion, political persuasion, class or even sex.  How can this hatred stem from a good core?  People attempt to strip others of their dignity all the time.
One often wonders why can't all the conflicts on the world stage be solved? Here is a thought, once a person's dignity is injured, there will be repercussion.

Buddhism : Hurt not others in ways that you yourself find hurtful.
Judaism : What is hateful to you, do not do to your fellowman.
Christianity: Whatsoever ye would that men should do to you, do ye even so to them.
Islam : No one of you is a believer until he desires for his brother that which he desires for himself.
Confucianism : Do not unto others what you would not have them do unto you.

We are all taught the "Golden Rule" but rarely is it practiced.
